He has more than 20 years of professional experience in the fields of highways, transport, public administration, and scientific research. Since 2017, he has led KazNIIBDD, overseeing the development and implementation of national programmes, applied research, and strategic initiatives aimed at improving road safety, strengthening public policy, and introducing international best practices in road safety management.
Mr. Massanov is the founder and head of KazRAP, Kazakhstan’s national road assessment programme based on the iRAP methodology. Under his leadership, Kazakhstan has been advancing the implementation of the Safe System approach and Vision Zero principles, developing national road safety strategies, conducting road safety audits and inspections, and introducing modern road infrastructure safety management tools.
He serves as a Member of the IRF Global Road Safety Committee and as a Member of the Working Party on Road Traffic Safety (WP.1) of the United Nations Economic Commission for Europe (UNECE). He also actively contributes to the work of the World Road Association (PIARC), promoting international cooperation and the exchange of best practices in road safety.
Mr. Massanov works closely with leading international organizations, including the International Road Federation (IRF), PIARC, UNECE, iRAP, the World Bank, the Asian Development Bank (ADB), and the European Bank for Reconstruction and Development (EBRD). He regularly represents Kazakhstan at international congresses, conferences, and expert forums dedicated to road infrastructure safety, sustainable mobility, transport policy, and the achievement of the United Nations Sustainable Development Goals (SDGs).
He is the author of numerous scientific publications and expert studies on road safety, road infrastructure safety assessment, institutional development of the road sector, and the application of innovative technologies. In recognition of his significant contribution to the development of the road sector and road safety in Kazakhstan, he has received several national and industry awards.
